Briefing: Scottish Government debate on Air Passenger Duty

The Scottish Government held a debate on the Air Passenger Duty (APD) on Tuesday Nov 20, 2012.

The aviation industry has lobbied significantly against the APD, despite it being the only significant tax on UK aviation, as they are exempt from VAT and fuel tax.

The transport sector is the second largest contributor to carbon emissions, and aviation is the most polluting mode of transport, yet it is taxed much less than other modes.

Transform Scotland published this briefing in preparation for the Scottish Government debate.
